Under the program, the government would buy back old cars at above market prices and scrap them. According to Blinder, this would accomplish a policy trifecta: 1) help the environment by getting the most polluting cars off the road; 2) stimulate the economy by getting money in the hands of people who will spend it and increase the demand for new cars; and 3) reduce income inequality by funneling the money to the poor.
I am skeptical of this proposal for a number of reasons.
This plan has the general feel of a gun buyback program, but instead of buying crappy old guns the government is buying crappy old cars.
When it comes to gun buybacks, both the theory and the data could not be clearer in showing that they don’t work. The only guns that get turned in are ones that people put little value on anyway. There is no impact on crime. On the positive side, the “cash for clunkers” program is more attractive than the gun buyback program because, as long as they are being driven, old cars pollute, whereas old guns just sit there.
Still, my guess is that unless the price the government pays for the clunkers is very high, the majority of vehicles that are turned in will not have been driven much, if at all. Indeed, I suspect one of the most visible responses to this program will be a new market for mechanics fixing up cars that don’t run at all just enough so that they can be driven to the government’s lot to collect the cash.
The biggest problem with this policy, however, is the way it distorts long run incentives. Let’s say the rules of the program say that a car must be at least fifteen years old to qualify for a big government subsidy to scrap it. This gives powerful incentives to people with twelve-year-old cars they were planning on scrapping to keep driving them for three more years to collect the government bounty. Instead of reducing the number of clunkers on the road, this program could actually lead to an increase!
It also seems to me that any effect on the demand for new cars would be extremely limited. People who drive clunkers are generally not in the market for new cars. Presumably their replacement car will be a used car. The increased demand for used cars will lead to higher prices for used cars, which will push some buyers towards a new car, but the likely impact on new cars would be small.
Finally, it is not even clear that this program would have such beneficial redistribution effects either. In the short run, it would represent a windfall profit to those who own clunkers. In the long run, however, there is a market for used cars. In response to the program, the price of nine-year-old cars would have to rise enough to offset the increased value associated with a near-clunker someday becoming a clunker that can be sold to the government. The benefits of the program will actually be spread widely over all car owners, not narrowly focused on the poor.
This program highlights some general concerns that arise with government programs. The first is that policies which might be a good idea if implemented as one time, short term programs, can be much less attractive if made permanent because of the way they distort incentives.
I suspect that even if this policy was introduced as a one time program, it would be extended because there would be a constituency for it. The second thing this program highlights is that it is extremely difficult to deal with negative externalities (in this case pollution) by subsidizing them (as this program does). If folks are doing things that we want less of, it makes a lot more sense to punish them for those behaviors (through extra taxes for instance) than to reward them.

Taiwan's Disaster Relief Center said a woman was killed when her vehicle plunged into a ditch in Kaohsiung county in heavy rain Friday, and two men drowned in Pingtung and Tainan. It said 31 were missing and feared dead. Crashing floodwaters had washed away roads and bridges in the island's south.
Nearly 1 million people were evacuated from China's eastern coastal provinces by early Sunday — more than 490,000 people in Zhejiang and 480,000 in neighboring Fujian. Authorities in Fujian called 48,000 boats back to harbor.
Thirty-nine flights from Wenzhou city in Zhejiang were canceled Sunday, the official Xinhua News Agency said.
Village officials in Zhejiang rode bicycles to distribute drinking water and instant noodles to residents stranded by deep floods, Xinhua said.

Ms. Grimes is an Internet-age statistician, one of many who are changing the image of the profession as a place for dronish number nerds. They are finding themselves increasingly in demand — and even cool.
“I keep saying that the sexy job in the next 10 years will be statisticians,” said Hal Varian, chief economist at Google. “And I’m not kidding.”
The rising stature of statisticians, who can earn $125,000 at top companies in their first year after getting a doctorate, is a byproduct of the recent explosion of digital data. In field after field, computing and the Web are creating new realms of data to explore — sensor signals, surveillance tapes, social network chatter, public records and more. And the digital data surge only promises to accelerate, rising fivefold by 2012, according to a projection by IDC, a research firm.
Yet data is merely the raw material of knowledge. “We’re rapidly entering a world where everything can be monitored and measured,” said Erik Brynjolfsson, an economist and director of the Massachusetts Institute of Technology’s Center for Digital Business. “But the big problem is going to be the ability of humans to use, analyze and make sense of the data.”
The new breed of statisticians tackle that problem. They use powerful computers and sophisticated mathematical models to hunt for meaningful patterns and insights in vast troves of data. The applications are as diverse as improving Internet search and online advertising, culling gene sequencing information for cancer research and analyzing sensor and location data to optimize the handling of food shipments.
Even the recently ended Netflix contest, which offered $1 million to anyone who could significantly improve the company’s movie recommendation system, was a battle waged with the weapons of modern statistics.
Though at the fore, statisticians are only a small part of an army of experts using modern statistical techniques for data analysis. Computing and numerical skills, experts say, matter far more than degrees. So the new data sleuths come from backgrounds like economics, computer science and mathematics.
They are certainly welcomed in the White House these days. “Robust, unbiased data are the first step toward addressing our long-term economic needs and key policy priorities,” Peter R. Orszag, director of the Office of Management and Budget, declared in a speech in May. Later that day, Mr. Orszag confessed in a blog entry that his talk on the importance of statistics was a subject “near to my (admittedly wonkish) heart.”
I.B.M., seeing an opportunity in data-hunting services, created a Business Analytics and Optimization Services group in April. The unit will tap the expertise of the more than 200 mathematicians, statisticians and other data analysts in its research labs — but that number is not enough. I.B.M. plans to retrain or hire 4,000 more analysts across the company.
In another sign of the growing interest in the field, an estimated 6,400 people are attending the statistics profession’s annual conference in Washington this week, up from around 5,400 in recent years, according to the American Statistical Association. The attendees, men and women, young and graying, looked much like any other crowd of tourists in the nation’s capital. But their rapt exchanges were filled with talk of randomization, parameters, regressions and data clusters. The data surge is elevating a profession that traditionally tackled less visible and less lucrative work, like figuring out life expectancy rates for insurance companies.
Ms. Grimes, 32, got her doctorate in statistics from Stanford in 2003 and joined Google later that year. She is now one of many statisticians in a group of 250 data analysts. She uses statistical modeling to help improve the company’s search technology.
For example, Ms. Grimes worked on an algorithm to fine-tune Google’s crawler software, which roams the Web to constantly update its search index. The model increased the chances that the crawler would scan frequently updated Web pages and make fewer trips to more static ones.
The goal, Ms. Grimes explained, is to make tiny gains in the efficiency of computer and network use. “Even an improvement of a percent or two can be huge, when you do things over the millions and billions of times we do things at Google,” she said.
It is the size of the data sets on the Web that opens new worlds of discovery. Traditionally, social sciences tracked people’s behavior by interviewing or surveying them. “But the Web provides this amazing resource for observing how millions of people interact,” said Jon Kleinberg, a computer scientist and social networking researcher at Cornell.
For example, in research just published, Mr. Kleinberg and two colleagues followed the flow of ideas across cyberspace. They tracked 1.6 million news sites and blogs during the 2008 presidential campaign, using algorithms that scanned for phrases associated with news topics like “lipstick on a pig.”
The Cornell researchers found that, generally, the traditional media leads and the blogs follow, typically by 2.5 hours. But a handful of blogs were quickest to quotes that later gained wide attention.
The rich lode of Web data, experts warn, has its perils. Its sheer volume can easily overwhelm statistical models. Statisticians also caution that strong correlations of data do not necessarily prove a cause-and-effect link.
For example, in the late 1940s, before there was a polio vaccine, public health experts in America noted that polio cases increased in step with the consumption of ice cream and soft drinks, according to David Alan Grier, a historian and statistician at George Washington University. Eliminating such treats was even recommended as part of an anti-polio diet. It turned out that polio outbreaks were most common in the hot months of summer, when people naturally ate more ice cream, showing only an association, Mr. Grier said.
If the data explosion magnifies longstanding issues in statistics, it also opens up new frontiers.
“The key is to let computers do what they are good at, which is trawling these massive data sets for something that is mathematically odd,” said Daniel Gruhl, an I.B.M. researcher whose recent work includes mining medical data to improve treatment. “And that makes it easier for humans to do what they are good at — explain those anomalies.”

Fannie Mae’s new request for $10.7 billion from the Treasury Department will bring the total for Fannie and Freddie to nearly $96 billion. Freddie is expected to report its quarterly results on Friday.
The government has budgeted $400 billion for Fannie and Freddie’s losses. I wonder if it will be enough. If I understand the data correctly, the Fed bought about $600 billion of Fannie and Freddie’s assets. Wonder what they will ultiamtely be worth.

Disparaging Twitter
And that is why I find it so grating to hear the standard poorly-articulated disparagements of Twitter (and before that Facebook and mySpace and LiveJournal, etc) - the question is not “why should I care what you are doing?” (or at least, that is not necessarily an interesting question). In fact, the more interesting question is, “What, if any benefit does Twitter provide to its users, and if it does not provide any benefit, why do they use it?” If you don’t think that there is any reason to want to know about the minutiae of other peoples’ lives, then you should be puzzled by Twitter and you should almost certainly not be dismissive. Think about it - if millions of people derive some benefit from using Twitter but you can’t even fathom why, by determining why they find it entertaining, you could be discovering a previously unknown form of pleasure. Or maybe you’ll have a better understanding of how the millions of people around you think and interact. That’s not to say that the search costs won’t be higher than the potential benefits (that’s up to you), but I do think that it’s worthwhile to recognize that these sorts of puzzle are more interesting than you might think a priori.

DDoS-атака как Total Perspective Vortex
Большинство уже, наверное, знает, почему легли социальные сети – как сообщил глава службы безопасности Facebook это была DDoS атака на одного единственного грузинского жж-юзера.
DoS атака удалась – три крупнейших сайта легли надолго. Ещё один сайт, который хотели положить, Blogger, выстоял, но грузился вдесятеро дольше обычного. Но это только часть картины.
Те, кто организовал эту атаку наверняка никогда не читали Hitch-Hiker’s Guide to the Galaxy, а если и читали, то напрочь забыли историю про Total Perspective Vortex. Иначе они бы вряд ли стали делать то, что сделали.
Total Perspective Vortex – западня, созданная с целью уничтожить Президента Галактики Зафода Библброкса. Ловушка представляла собой искуственную вселенную, попав в которую клиент вдруг видел целиком “всю непредставимую бесконечность мироздания, – и, где-то там, в глубине, крохотное пятнышко, малюсенькую точку на микроскопическом пятачке, над которой было написано: “Вы находитесь здесь”. Человек попавший в ловушку погибал в жутких мучениях, поскольку его мозг не мог вынести открывающейся картины полной собственной ничтожности в масштабах Вселенной.
Однако Зафод вышел из ловушки не просто целым, но и с сильно выросшим самомнением. Случилось это потому, что вся искуственная Вселенная Total Perspective Vortex была создана с единственной целью – уничтожить Зафода. Это и подвело создателей ловушки – так как эта вселенная была создана для Зафода, Зафод оказался самым важным, что в ней есть. Не ничтожеством по сравнению с миром, а самим смыслом его существования.
Примерно то же самое произошло с социальными сетями. В вчерашней результате атаки так нелюбимый некоторыми хакерами cyxymu стал известен всему миру. О нём отписались испанская El Pais, французская Liberation, немецкий Spiegel, английская Guardian, американская Washington Post и японская Yomiuri. Короче, все основные мировые газеты. Некоторые из них даже взяли у cyxymu короткие интервью. Теперь, если между Россией и Грузией снова возникнет конфликт, мировая пресса будет знать, к кому обращаться.
Теперь мнение cyxymu по вопросам российской политики будет интересно всему миру – мнение человека, из-за которого положили сотни миллионов аккаунтов, всегда интересно.
Позавчера сухуmu был известен максимум десяти тысячам человек. Сегодня о нём знают – какая там аудитория у мировых СМИ? Пятьсот миллионов? Миллиард? И большинство этих людей относится к нему с сочувствием – люди вообще склонны сочувствовать жертвам массовой травли.
С чем я искрене и поздравляю и cyxymu и хакеров.

Former Alaska Gov. Sarah Palin called President Barack Obama's health plan "downright evil" Friday in her first online comments since leaving office, saying in a Facebook posting that he would create a "death panel" that would deny care to the neediest Americans.
"The America I know and love is not one in which my parents or my baby with Down Syndrome will have to stand in front of Obama's 'death panel' so his bureaucrats can decide, based on a subjective judgment of their 'level of productivity in society,' whether they are worthy of health care," the former Republican vice presidential candidate wrote.
"Such a system is downright evil," Palin wrote on her page, which has nearly 700,000 supporters. She encouraged her supporters to be engaged in the debate.
The claim that the Democratic health care bills would encourage euthanasia has been circulating on the Internet for weeks and has been echoed by some Republican leaders. Democrats from Obama on down have dismissed it as a distortion. The nonpartisan group FactCheck.org, a project of the Annenberg Public Policy Center at the University of Pennsylvania says the claim is false.
The allegation appears to be based on a provision of the House bill that would require Medicare to pay for end-of-life counseling sessions, on a voluntary basis, for beneficiaries who want the service. Medicare already covers hospice care. And legislation passed by Congress in 1990 requires that patients be asked if they have a living will.
Obama addressed the controversy during a July 28 AARP-sponsored town hall.
"Nobody is going to be forcing you to make a set of decisions on end-of-life care based on some bureaucratic law in Washington," he said.
An e-mail sent to Palin's spokeswoman to confirm authorship of the Facebook posting was not immediately returned Friday. There was no immediate reply to phone messages left late Friday with the White House and House Speaker Nancy Pelosi's office seeking comment on Palin's remarks.
Republican criticism has also included claims that the reform plans will lead to rationing, or the government determining which medical procedures a patient can have.
However, millions of Americans already face rationing, as insurance companies rule on procedures they will cover. Denying coverage for certain procedures might increase under proposals to have a government-appointed agency identify medicines and procedures best suited for various conditions.
Palin resigned as Alaska governor on July 26 with nearly 18 months left in her term. She cited not only the numerous ethics complaints that had been filed against her also her wish not to be a lame duck after the first-term governor decided not to seek re-election next year.
Palin, popular with conservatives in the Republican party, has said she wants to build a right-of-center coalition, and there is speculation she will seek the presidency in 2012. In the two weeks since she resigned, Palin has made only one public appearance, giving a Second Amendment rights speech last Saturday before a gun owners group in Anchorage.
Palin or her aides post notes on her Facebook account about once or twice a week, usually to set out policy statements, issue news releases or refute rumors circulating on the Internet.
Palin also has been largely silent before Friday's Facebook post. She was a voracious user of the social networking site Twitter, and promised to keep her supporters updated with a new private account after she left office. But that hasn't happened, leaving some of her fans begging for updates in the past two weeks.
